Relative to commending and congratulating the students and staff of the Guam Community College (GCC) Supervision and Management Program for successfully oragnizing the GCC Candidate Forums held on April 9-10, 2014, and April 23-24, 2014; and to further recognizing the GCC Supervision and Management Program for hosting the GCC Candidate Forums and allowing students, and members of the public, the opportunity to actively engage with candidates for the upcoming gubernatorial and senatorial elections.

Relative to commending the dedicated employees and volunteers who continue to work hard in community-based organizations and government agencies that provide critical support and assistance to crime victims; and to further recognizing them for their noble efforts on the observance of April 6 to April 12, 2014, as “National Crime Victims’ Rights Week: 30 Years: Restoring the Bslance of Justice.”

Relative to recognizing and congratulating the National Association of State Boards of Accountancy (NASBA) on its Tenth Anniversary; and to further extending Megai Na Yu’os Ma’√•se to the NASBA for its dedication and service to the people of Guam.

Relative to requesting for Declaratory Judgement from the Supreme Court of Guam as to the withdrawal of funds form the Income Tax Refund Efficient Payment Trust Fund for purposes other than the payment of income tax refunds, and more particularly the interpretation and application of the prohibitions on the on the use of the Income Tax Refund Efficient Payment Trust Fund, as set forth in Chapters 50 and 51 of Title 11, Guam Code Annotated.

Relative to commending and congratulating Zachary J. Pangelinan for his athletic sportsmanship, and to bestorwing on him the honor of the title “Guam Ambassador” representing Guam in the sport of rugby football.

Relative to recognizing and extending a warm Un D√•ngkolo Na Si Yu’os Ma’√•seÕī to Dr. Helen J.D. Whippy, Ph.D. on her retirement after twenty-five years of service at the University of Guam, and for the outstanding contributions she has made as an educator and a distinguished scholar advocating for higher education and scholarly research; and to further extending best wishes to her on her future endeavors, on behalf of the people of Guam.

Relative to commending and congratulating the Employees of the Department of Parks and Recreation on the occasion of their 38th Year Anniversary, and the observance of the month of July 2013 as “Parks and Recreation Month”; and to further extending Un D√•ngkolo Na Si Yu’os Ma’√•se’ to them for the invaluable services that they provide to the people of Guam.

Relative to petitioning the United States Congress to amend the Radiation Exposure Compensation Act of 1990 to include Guam and to improve and increase compensation for those affected by ionizing radiation.

Relative to commending the Chamorro Studies Division of the Guam Department of Education, the Chamorro language teachers, and all others who have collaborated in the promotion and perpetuation of the Chamorro language and culture during the observance of the month of March 2013 as Gupot Chamorro (Chamorro Celebration).
