Relative to recognizing and commending Mr. Oscar Miyashita on the occasion of his retirement from Ernst & Young International; and to extending Un Dangkolo Na Si Yu'os Ma'ase to him for his more than thirty (30) years of service to the people of Guam in providing public accounting services, and for his invaluable contributions to the community.

Relative to expressing the objection of I Mina'Trenta Na Liheslaturan Guahan (the 30th Guam Legislature) to the U.S. Department of Defense's (DoD's) attempt to satisfy its National Historic Preservation Act (NHPA) Section 106 Responsibilities for the military relocation and other military buildup projects according to the terms of a Draft Programmatic Agreement with the Guam State Historic Preservation Officer (SHPO) and without further consultation with the people of Guam; and to further objecting to DoD's proposed mitigation as inadequate.

Relative to extending a sincere Biba Kompliaños to the Serve Guåhan! Commission on the celebration of their Fifth (5th) Anniversary, and to commending its Board of Commissioners and staff, the Guam Department of Labor, the AmeriCorps Programs, the Guam AmeriCorps Alumni Chapter, the Guam AmeriCorps*VISTA, and the Guåhan Volunteer Center, in partnership with the University of Guam, for their continued service for our island.

Relative to recognizing, commending and expressing "Un Dangkolo Na Si Yu'us Ma' ase" to the Bookmobile foundation of Guam, the First Lady of Guam Joann G. Camacho, Matson Navigation Company, South Petroleum Corporation and the Guam Public Library System, for their continued contributions to the people of Guam in keeping the Guam Public Library System Bookmobile operational, as we celebrate April 2010, as Guam's first "National Bookmobile Day".

Relative to recognizing and commending Mr. Dallas Berringer for his efforts and accomplishments on the Coconut Rhinoceros Beetle Eradication Project under the Federal Incident Command System, and for his contributions to the people of Guam in his role as the Port Director in Guam for the Animal and Plant Health Inspection Service, Plant Protection and Quarantine Program of the United States Department of Agriculture.

Relative to recognizing the accomplishments and the dedicated service of the late Francisca "Tan Frances" Borja Reyes, R.N., also known as "Enfetmera", familian Inchic (Pomparu), who served the island community in the medical profession as a Registered Nurse; and to extending humble and sincere condolences to her loving family on behalf of the people of Guam.

Relative to supporting the passage of H.R. 2254 and S.1939, “The Agent Orange Equity Act of 2009”; and requesting the assistance of Guam’s Delegate to Congress in ensuring Guam’s veterans excluded from coverage under the current statute due to their “Blue Water Navy” designation are included in the amendments proffered by legislation before the United States Congress.

Relative to requesting the United States Government to extend the application and coverage of Medicare entitlements to eligible Guam recipients who have earned these Medicare
benefits and who choose to obtain quality health and medical care services in the Philippines.

Relative to recognizing June 22nd to the 25th  of June, 2009 as the 28th Annual Pacific Islands Bilingual-Bicultural Association (PIBBA) International  Conference and in recognizing the 28th Annual Pibba International Conference Steering Committee, PIBBA, and PIBBA Local Chapter officers and members in promoting biligualism and biculturalism in the Pacific, particularly indigenous languages and cultures in the Micronesian region.

Relative to petitioning the United States Congress to amend the Radiation Exposure Compensation Act of 1990, Public Law 101-426, as amended by Public Law 101-51 0, 3139 (42 U.S.C. 2210) and Public Law 106-245, to include Guam in the jurisdiction (Downwinders).

Relative to requesting Congresswoman Madeleine Z. Bordallo to introduce legislation in the United States House of Representatives to rename the Guam Main Facility (GMF) Post Office in Barrigada to the "Juan C. Pablo Post Office" to honor his achievements and service to the United States Postal Service and the people of Guam.
